3. Job TitleRural Electrification Manager (REM) for Kailali & Kanchanpur Rural
Job DescriptionThe purpose of the Project is the construction and erection of a cost-effective electricity distribution infrastructure in the districts of Kailali and Kanchanpur as designed, with the aim of connecting as many consumers as possible within the framework of the budget available, thereby enhancing the financial and economic viability of the Project. The other part of the component is the development of cooperative based and user owned rural electrification through extension of the national grid as the mainstream concept in KKREP. This is to be done facilitating formation of rural electricity user cooperatives, supporting development of by-laws & management systems for the cooperatives and power purchase agreements (PPAs), as well as necessary planning tools for preparation of rural electrification schemes. Strengthening of the district based umbrella organizations (unions of cooperatives) capable of providing the necessary backstopping, covering tariff setting, management, administration, technical support and O&M required for the sustainability of the individual cooperatives at the local level. Further, support is to be given to development of the capacity of service providers in the private sector and NGOs to play the main role in the implementation as well as in operation & maintenance subsequently together with the cooperatives.

4. Job TitleRural Electrification Component Coordinator (REC)
Job Description*Responsible for the implementation, supervision and monitoring of the Danida funded part of the Kailali Kanchanpur Rural Electrification Project in the far western region of Nepal, under this especially monitoring and supervision of the works carried out by the Local Contractors. *Assist NEA for formation and operation of Electricity User’s Cooperatives and for promotion of productive end-uses and other income generating activities. *Assist NEA in preparation of proposals related to policies and regulations within the cooperative-based rural electrification sector together with the Institutional Strengthening Component. *Supervise preparation of IT systems, planning tools, procedures and guidelines. *Further development of the concept of electricity user cooperatives and umbrella organizations along with IT systems for management, administration and O&M initiated under KKREP. *Development of capacity within the private sector covering identification, planning, design, construction, quality control and operation & maintenance activities within rural grid electrification through combined training, certification and monitoring. *Planning, budgeting, making work plans, monitoring and reporting related to the activities under the Project as required by GoN and ESAP. *Preparation of proposals, TORs and contracts. *Recommendation of payments. *Any other duties as assigned by the CA.
