Backgound
Alternative energy Promotion Center(AEPC) is an organization devoted to the development and promotion of renewable and alternative energy technologies in Nepal. The Alternative Energy Promotion Centre (AEPC) was established according to a Cabinet Order, ?Alternative Energy Promotion Development Board Formation Order? under the Development Board Act. The institution has an autonomous status under the purview of Ministry of Environment Science and Technology (MOST). All administrative and functional powers lies with the board of AEPC which comprises of 9 members and is composed of 7 Government representatives and 2 private sector (industry/ NGO) representatives. On this background, AEPC was established in November 3, 1996 under control of Alternative Energy Promotion Development Board (AEPDB). AEPC is under the Ministry of Environment Science and Technology (MoST).Minister for Environment Science and Technology is the chairman of the board while Executive Director, AEPC is the Member Secretary.
Objective
The Overall objective of AEPC is to popularize and promote the use of renewable energy technology to raise living standards of the rural people, to protect the environment and to develop commercially viable altenative energy industries in the country.
Vision
An institution recognised as a regional/international example of promoting large-scale use of renewable energy sustainably and a national focal point for resource mobilisation. The focus of the vision is to make AEPC recognised as an active institution promoting RE in the region.
Mission
To make renewable energy mainstream resource through increased access, knowledge and adaptability contributing for the improved living conditions of people in Nepal.
AEPC's MANDATE
AEPC was set up to promote the use of renewable energy technologies to meet the energy needs in rural areas of Nepal. Acting as an intermediary institution between the operational level NGOs/ private promoters of renewable energy and the policy deciding levels in relevant ministries, AEPC?s activities include renewable energy policy formulation and planning and facilitating the implementation of the policies/ plans.
Based upon the mandate, AEPC has arrived at its vision and mission statement, which has been provided at Exhibit 4.01. These statements appear to be in consonance with the overall purpose of AEPC
For the purpose of achieving its mandate, AEPC has listed six broad objectives, of which, the first is considered the principal objective by AEPC:
- Short, medium and long term policy and plan formulation
- Promotion of RET development programmes
- Standardisation, quality assurance and monitoring
- Service and support
- Subsidy and financial assistance
- Strengthening AEPC and its partners
